The site is not available in 3 cities of the Russian Federation. What to do?

I checked my site through http://ping-admin.ru, the site is not available in 3 cities.
Moreover, from one city, a client complained earlier (provider Yota, if this is important), so it looks like the truth.
My host is LeaseWeb.

Try to collect as much information about the unavailability as possible and contact the hoster's technical support with it.

If the site is accessible from one city and unavailable from another, then this is a question either for the city (some regional provider may block), or for the accessibility check service.
Try to find some people from these cities and ask them to check, or some proxies.

If the site is unavailable due to blocking, then in order to quickly make it available, you can rent an inexpensive vps, put nginx there, set up proxy_pass on nginx for the domain name, and then change the DNS A-record to the IP address of the rented VPS server.
And then you can already at a calm pace think about what to do next and how to continue to live (change ip, move)
My client's IP got into a subnet blocked by the ILV on Hetzner. I set up a proxy_pass for him, and after some time Hetzner issued an IP from a different subnet
