The simplest text editor with IntelliSense?

C++ / C#

Sometimes you need to quickly throw in a small program, and you don’t want to wait 5 minutes for VS to load, but IntelliSense is needed. It would be nice if it was in a standard notebook (dreams-dreams). Tell me the text that is closest to my requests, please.
PS VS Code does not offer, for some reason IntelliSense does not work there (well, or tell me a universal way to bring it into working condition and so that my classes from usings are also recognized)
PPS Or maybe you can cut VS itself to a negligibly small size and microfunctionality? Root out unnecessary components, such as nuget and team explorer, so that they do not exist for the ide at all (respectively, speed up loading time)

Not exactly an answer to the question, but a tip: use an SSD for the system and Visual Studio, forget about five-minute downloads.

LinqPad - sketching at a minimum is enough. IntelliSense is.
