The simplest app prototype for iOS / Android: where to look?

Hello
No boom-boom in development for the subject. You need to test one idea, if it takes off, then bother to the fullest and order the development of native applications.
Now the task is to get prototypes on iOS and Android. The prototype should be able to show the user's position on Google Maps, but go to the server for all the content. That is, inside it should not have anything other than the instruction "go there, take everything that is given there and show it on the screen."
"There" gives html content, styles and JS, everything else is done by the server.
I can’t even imagine what it’s called and where to dig. Maybe there are some blanks specifically for such cases? Kick pliz in the right direction.
