Rating is a temporary thing and depends on activity. That is, plus signs for posts / comments / answers / questions they increase the rating, but over time the rating decreases, that is, these pluses have a life period. And karma is permanent. In general, rtfm http://habrahabr.ru/info/help/karma/

I think it's a bug. I also have something like this here: ghost karma. I noticed that 2 points of karma are either added or subtracted at certain intervals (maybe a couple of months, or a month, something like that), while the number of votes does not change.
