The provider prevents disconnection

Hello, legally savvy Khabrazhitels! I would like to get advice, the situation is as follows:

My father is a subscriber of the ER-Telecom company (the contract is registered for him, but I am the main user). The quality of services and the very attitude of the company towards customers leave much to be desired, therefore, after the opportunity to connect the Internet from TTK appeared in our house, I wanted to change the provider, convincing my father of disconnecting the Internet from ER-Telecom.

Today we went to the provider's office and told the manager that we would like to renew the contract (Internet + cable), leaving only the TV. It turns out that not so long ago, the "client department" moved to another area of ​​the city, moreover, its opening hours are clearly adjusted to make it as difficult for a person to get there - "Monday-Friday from 9:30 to 17:30". At this time, people are usually at work, including my father (I will clarify that he is the only working person in the family, and, due to family circumstances, he has had to take time off from work quite often lately). It also turned out that the personal presence of the subscriber is necessary (I am a student, I do not work, so I could come to the office any day).

The next moment: recently (about a month ago) my friend disconnected from the same provider. He said that this is not a one-time procedure. That is, at the first visit to the office, they will only accept an application for disconnection, after consideration of which, they will make an appointment, at which, in fact, the disconnection will occur. The whole procedure takes a little less than a month (that is, you will have to ask for time off repeatedly).

Tell me, please, is it possible to somehow hold the provider liable, because, in my opinion, this is a real infringement of my rights as a subscriber. I created a similar topic on the OZPP forum, but decided to duplicate it here as well. I want to solve the problem as soon as possible.

If you just need to resolve the issue, then the simplest thing is to write an application for termination of the contract in any form, send one copy out of 2 by registered mail to the head office with a return receipt.
If you want to hold the provider accountable for such feints, then this is a gimmick and you won’t get any special bonuses. But without the contract that was originally concluded, nothing can be said.

Maybe you will try to issue a power of attorney for yourself to conclude and terminate contracts for telematic services or something? .. at least all problems with a single distraction of the father at a convenient time for him will be legally solved. You have difficulties precisely because of the renegotiation (changing one contract for another, and the provider is legally scattered across offices and offices).
ps usually there are termination and suspension clauses in connection contracts - one application and a non-zero balance are enough, sometimes they include conditions for reconnecting after a long suspension (for example, my backup channel sels.ru has a clause in the contract about a subscriber for suspension).

But when necessary, I take his passport and go to the insurance company, call myself by his name and do all the work. Yes, it happens that they do not trust, but I stubbornly insist that I am me (that is, my dad :)). It is sooo difficult to prove otherwise :)

ER-Telecom, Dom.ru in other words, yes, it's tin, I read on the forums that the difficulties of getting rid of them are still sick of calling their promoters and even come to the house several times, a phone for 1 rub. they offer, pings (Novosibirsk) are terrible 60ms, soon there will also be a question about disconnecting from them due to moving ... eh ... they spoil their own karma, I could write good things here, otherwise I don’t advise if there are better options!
