The process of developing and transferring the site?

The process is very interesting, starting from development and ending with the transfer of the site to the customer. How does this happen? Are the source files (.sass, etc.) or already compiled ones (.css) transferred to the customer? In what format does the customer receive the project?
I would be grateful for the details. I apologize if this is a noob question. I searched for similar questions on this service - I did not find it.

Everything depends on the agreements.
Someone needs everything on a turn-key
basis. Someone needs only some edits.

If we worked 50/50, then first I show the compiled version, if 100% prepayment, then I give all the resources immediately.
