The bottom line is to send other people's voice messages (hereinafter referred to as the HS) on their own behalf.
I downloaded the GS in ogg format, and then sent it to the right person via python (vk_api + requests).
In order to have more control over what's in the HS, I edited through premiere pro, saved it as an mp3, and sent it.
The problem turned out to be that the HS data that I edited can only be played through a PC, they do not work on mobile phones.
Since premiere pro does not support ogg formats, I decided to convert mp4 to the desired format via an online server, but there is no point. How to make it so that after editing the HS they work on mobile devices (they don’t work through applications, but if you go to VK from your phone through a browser, they work)?

When saving, you must save not in "stereo", but in "mono"
