The problem of balloons, will the weight lifted change depending on the location of the balloons?

Suppose we have two types of fastening of balloons a, b with helium to the load (the mass of ropes can be ignored), will the maximum weight of the load that these balloons lift depending on the type of fasteners change (At least theoretically).
