No, not in demand. The profession is dying. The market is shrinking.
Almost no one needs the paper press, newspapers and magazines are closed en masse.
The label remains. Most of these vacancies are ~ 40k and a place of work in a printing house, next to printing machines (with their dust, rumble).
I would advise your father to gradually begin to retrain.
He himself worked in the printing industry from 1994 to 2017. The last place of work was a layout designer. I mastered a new specialty - frontend (too late, alas).

Another thing is that in small projects, this is usually done by some kind of programmer combined - you just need to look for a large office

Layout is always in demand, because advertising rules)) Your father is probably 45-50 years old already? Steaming at this age is already superfluous, it will take more time to change the stack, and where will he go? In printing or web, pah-pah in both cases. And with an experience of 15+ years, he will be able to find a job (if he doesn’t like the current office). But that's all, of course, IMHO.
