If the router is home, it is better to buy a new one and not waste your time and money on examinations and courts. And the probability of proving that a malfunction due to overvoltage, and even on the part of the provider, is extremely small.
Take a serious look: what will the expertise give you for 20k? Only that the voltage came to the router from such and such a wire. The reality is that lightning could have hit anywhere, incl. into the wire. And here the provider has nothing to do with it.
