I had this problem several times. The point was that I wanted to update the program that was embedded in the firmware.
After uninstalling with System App Remover, I updated the app without any problems.
If you are trying to update an existing application from the market, then it looks like the developer or publisher has changed the certificate. In this case, the system will refuse to update. You can try to first remove the old version using the application manager and then install it from the market again.
