The “OKEI Code” for units of measurement is not filled in?

Hello. The 1C database uses the "1C Trade Management 11" module. There were 2 questions:

1. In the "Packaging" section, each product has its own unit of measurement - when uploading to the site, a huge number of identical units of measurement are uploaded. Is this a normal practice or a mistake when filling out the database?

2. There are also units of measurement with an empty field "OKEI Code". There are more than 30,000 products, and this field is not filled in for many products. Is there a way to automatically fill it in (perhaps some kind of processing)? If you upload goods to the site in this way, then the site (Bitrix) does not want to import them, swears at the absence of this code.

You have in the settings "use packages", and this is indicated in the settings in the "Type of item" which is indicated for each item. Total for the Nomenclature, separate units of measurement are specified.
It's not a mistake, it's a matter of choice.
