Management ordered a corporate website on the side. Not very large (with a couple of dozen pages), with all sorts of sections due to the occasion, a dialer form and all that.
After a couple of months, he writes to the development department: everything is ready, set up a new site. And sends the archive.
The archive contains a bunch of incoherent static pages and a bunch of garbage: sass, loess, plugins and all that. No content management system, all texts are manually copied directly into the body of the pages.
The task is to give the management "a password to start news and articles", well, you understand ...

  • It is impossible to give THIS to be remade in a human way, it is "paid".
  • Taking a ready-made CMS and pulling on it with an ingenious design - well, you can ... although it is tantamount to making a website in a new way.
  • Write an admin panel yourself?

Then you can try to enter into correspondence with him (s), starting with the fact that "please send instructions for editing the site and passwords for access to editing."
If the developer goes into denial, at least you can show the manager that there are no passwords, go to the first option, but already with the fact that the manager is aware of the depth.

The first thing you need is a contract. We read what and how should be provided. If everything corresponds to the contract (there are no words about the admin panel, management, CMS, various kinds of installation and maintenance instructions, etc.) - all claims are against the compilers and recipients thereof.
If so, demand the performance of the contract.
And to explain to the authorities this way - either under the contract there is no possibility of new Wishlist (cheat: you need more money to bring it to the state of Wishlist), or the execution does not correspond to the contract. And in any case, that. what was given - it is impossible to use.
