The monitor is dim, the brightness is too low, what should I do?

Hello
, such a problem, the monitor is very dim, the brightness is reduced.
after a while, it normalizes to medium, but it still looks like shit.
I think the matter is in the power supply, the mb does not pull. I want to know your experts.

And programmatically nobody twists the gamma there? I had a case - I fought for several days, I was looking for which pike twists the gamma on the monitor for me, so that the brightness rises to the very thing I don’t want.
