The site has a menu of 2 levels, the first level is visible to everyone, but the second, for some reason only authorized. What can be wrong?

You have bootstrap version 4, and Walker for bootstrap branch 3.
Bootstrap.js needs jquery and Popper.js
Most likely, jquery is loaded for a logged in user. Check the connection and dependencies of all scripts.
