The maximum height at which cellular communication works stably

There was a dispute on Twitter, in which they poked in the face that I do not know the principles of building networks (I really do not know them) :)
Also, the author claims that at an altitude above 500 meters, cellular communication does not work.
Is it so?

hmm... on board the plane, when landing, the cell phone worked, although visually it was much higher than 500m...
PS and again the question is: 500 meters above ground level, above ocean level, above the tower, or what? :))) IMHO, nonsense...
