The installer asks Mbstring what to do?

I'm trying to install cms , on vps hetzner is apache centos 7 and cpanel
cms installer swears at
Mbstring Required Mbstring extension for UTF-8 Strings Not installed
tried in php,ini add default_charset = "utf-8"
mbstring.internal_encoding=utf-8
mbstring. http_output=UTF-8
mbstring.encoding_translation=On
mbstring.func_overload=6
