The image on the new video card blinks, how to fix it?

Good afternoon, the problem is this. I inserted a new RTX3060 into my computer, after starting Windows and any reboot, the image blinks for a second and then everything becomes ok. There was also one case when restarting, the picture also blinked, but before blinking, for a split second, artifacts appeared in the form of round pixels throughout the image.
And from what I tried: Reconnect the video card, clean the PICE slot from dust, replace the cable from the PSU with another one in the kit, reconnect the DP cable, put my old GTX760 video card (The problem remained).
I am attaching a video of the problem.

I did not run the video card under stress tests, but I ran Squad at maximum settings, temperatures and power consumption are normal.

Also from the problems: In MSI AfterBurner I set the fans to start from 30 degrees, but as soon as I turn off the program, the changes are not saved. And the turntables are not spinning again. I'll try a stress test later and play around with AfterBurner.

My components: Ryzen 7 2700, MSI X470 GAMING PLUS MAX, Thermaltake LT-650P 650W PSU, 16GB RAM, 3200 Mhz.

So, no solution has yet been found. I still think it's inappropriate.
I build a logical chain:
At the first inclusion with a new video card, there was no such defect, perhaps it appeared after the new drivers.
I put in an old video card, the defect did not go away.
Everything is fine with the new video card. Drawing a conclusion from the GTX760. But it still confuses me that artifacts flashed 1 time before the screen blinked when restarting.
I think that the problem is in the cable, or in the BIOS settings.
Unfortunately, there is no way to test the video on another PC :(
UPDATE COMMENT:
The problem is gone.
I freed up memory on the SSD, updated the drivers on Windows, played around with the NVIDIA Expirience settings, cleaned the computer with CCleaner, cleaned the computer of viruses with Malware Bytes. I don't know what caused the problem, but it went away.
Before that, I cleaned the slot on the mat. board with a compressed balloon and cleaned the PC from dust, once again plugged the power wires.
