The HDD is very slow when starting windows, reinstalling does not help, how to fix it?

Hello, there is a problem, a PC on an AM2 motherboard socket, after a while, strong braking began during loading and operation, about 7-10 minutes.
Windows has been reinstalled but the problem persists.
The hard drive was also replaced, but the problem still persisted.
There are thoughts about the motherboard. Am I thinking in the right direction?
The drives pass the MHDD test satisfactorily.

As an option, the "slow" mode of the disk is set. What thread pio. Bios reset?
Do a disk speed test. Not only for reading / writing, but also for the duration of access.

It could be anything. need to be tested.
Maybe the disk, maybe the conders on the motherboard are swollen, maybe the power supply is junk.
I have seen cases where a faulty keyboard slowed down and sometimes hung the system.
