The GeForce GTX 750 is functioning strangely. What could be the matter?

Good afternoon Toasters!
Such a misfortune befell us ...
A friend bought hardware and assembled a PC.
As you understand from the essence of the issue, the card has a GTX 750.
The power supply took 400 watts.
The calculator considers core -i5 + card + RDD3(2) + 4 FAN.
In general, it gave out no more than 200 watts (175 if my memory serves me right).
That should be enough, a thought popped into my head.
But let's put that aside and get to the heart of the matter.
Not to say that the card is powerful, but not so much weak.
When you start BF4, the graphics are set to the very minimum and even with the minimum settings the game lags, and like in a carousel...
And in Atssasin Creed Unity, in general, the situation is extremely catastrophic, at startup it knocks out a blue BSOD screen (and it's not black at all, the color is blue).
So, I thought, probably the PSU is not pulling.
But again we return to the information given at the beginning of the question.
When calculating, it turned out that not everything was as bad as it seemed.
And now what to do? I don't know, no more ideas.
I hope you can tell me what else could be the problem ?!
Thank you.
