The game of life....?

I just can't understand some things. According to an article that was on Habrahabr not so long ago, a cell can only come to life / live if it has 2 or 3 neighbors, in all other cases it dies. But at the same time, the “block” figure can exist calmly. Why?

A cell comes alive when it has three neighbors. She just lives with two neighbors.
The “block” figure is very stable, by the way, it makes up for the lost cell (an empty cell appears with three adjacent filled ones)
