apparently, your "external data source" in 1C is not connected correctly (or disappeared from the reach of the 1C server).
I won’t tell you the solution step by step, but the solution lies in something like this:
1C => Launching the application => Menu => All functions => Standard => Managing external data sources => [Source to which the call is made in "External Processing. Text Billing. Form.Form.Form(816)"].
You need to check the connection (possibly reconnect/Check connection string)
