The current technical basis of the bulletin board - CMS, frameworks, ...?

The task planned for implementation is a bulletin board on automotive topics. The last meaningful question on the Toaster on this topic was more than a year ago. The intermediate summary boils down to the choice of "CMS or Framework".

But again, opinions were divided in the comments
Clarification on the task: automotive topics: auto products, that is, structuring at least by brands and types of goods, and most likely You will constantly need to make changes in terms of ad formats and structure.
Still, CMS or F-Work? And if the latter, then which one, taking into account the need for regular edits and the availability of support.

You can do whatever.
CMS is faster and cheaper.
On frameworks it is more productive and more flexible.
It depends on how much resources you are going to invest and what output you expect.
If this is for educational purposes, then do what is personally more interesting to you.
