Everything is fine, but there is a small note:
As I understand it, you want to virtualize the main and backup controllers of the house on AD 2008. Microsoft strongly discourages this. If you want, then deploy AD on windows server 2012, its scheme is adapted to the virtual environment.
Ps I think that it is not worth considering the work separately, everything is necessary in a complex.
Moreover, you need a full-fledged hypervisor management system, and for some reason there is not a single word about backup. Looking at one without the other is a waste of money.

Well, in my opinion, the prices can be as follows (depending on the greed of the contractor and the time spent):
1) Installing Windows Server 2008: 2000-5000 rubles x2 = 4000-10000 rubles.
2) Raising the role of the Primary Domain Controller + DNS + DHCP: 4000-6000 rubles.
3) Raising the role of a secondary domain controller: 2000-4000 rubles.
4) Installing and configuring WSUS server (auto-update) - 2000-3000 rubles.
5) Installation and configuration of Windows Deployment Services (Automation of OS installation on hardware) with image preparation: 6,000 - 10,000 rubles.
6) Creation of group policies, setting up access groups, quotas, rights: 6000-10000 rubles.
7) Creation of documentation (secondary process): 5000 - 10000 rubles.
8) Installing and configuring Kaspersky Adminkit: 5000-7000 rubles.
9) AD audit, depending on the selected audit software, is configured for 1500-3000 rubles.
In my vision, with nettops and ESXi, it would be possible to organize work through thin clients and save on software licensing (CALs for the terminal server will cost less than Windows 8).
I wrote prices based on the calculation of the cost of an hour of work of a good specialist, if you work with an integrator, then most likely the prices will be higher and much higher. We were billed 450 thousand rubles for installing 2 SQL servers and setting up some software.

an expert in these technologies,
- has a similar experience,
- a spotless reputation.
