For starters, it would be nice to find out the model and manufacturer. Without this information, there is only one advice - to remove and lubricate.

Model say, and most importantly, do not put it off. Cold is a serious thing.

Replace with a new one. If there is no such thing on sale, make something similar with the help of cardboard, adhesive tape, straight arms and other rubbish.
