The computer does not start, there is a problem with the video, what should I do?

Good evening.
I bought a GTX 960 video card , when turned on, the computer comes to the start of the BIOS and stops. That is, you can not enter the BIOS.
After 10-15 seconds, the video card stops and the speaker emits signals.
One long, three short. According to the wiki , this is a video issue.
System:

  • Motherboard Pegatron 2AB6
  • Proc. Intel Core i5-3330
  • PSU 650w

Who can help with advice?
upd
The motherboard has PCI Express (2.0) x16
The video card requires PCE Express 3
I understand that this is the problem?
Thank you +

Perhaps the PCI-E slot is not the correct version.
