Was in a similar situation. Activate by phone, the robot answers there, asks you to enter the numbers that the axis issued, in response it gives its numbers. Enter and everything starts working.

As far as I understand the intricacies of licensing, this is a problem of the service that repaired your computer.
In general, I would advise you to call or write to Microsoft and describe the situation to them.
