The community (bot) does not send Attachment to the conversation, what should I do?

There is a text version Attachment:

There is a method in vk-io:
await context.send('test', { attachment: 'photo253000185_456255495_9bd4e0904c97917ab5' })
In a conversation I get only the text test, there is no attachment. What's wrong?
