The button is not active in excel, how to find a solution?

In the screenshot, I circled the button, on which earlier, if you hover over and RMB, a window appeared and I could select a hyperlink, and so on. Now this LMB window is active, but it gives an error, and the RMB does not react at all. everywhere they answer "the "Debug" button is not active - nothing can be done without removing the password from the project" But how to remove the password? I go to the file => information => permissions ... But the password can not be removed, tk. these fields are inactive
