The block with taxonomy is not displayed in the menu, what's the problem?

I'm learning WordPress from video tutorials and have reached taxonomies. In the video tutorial, at 8.08 minutes, the "Skills" submenu is shown, but for some reason it is not displayed for me, although I did everything as in the video.
