The best software for Change Log?

It is necessary to keep a log of all changes in the software during commissioning at the facility.
The specifics of the industry imposes the following restrictions:
- software is written using non-traditional programming languages ​​(in some places it is just a set of connected functional blocks like Visio). Git doesn't fit.
