The beep from Service is inaudible. How to change the Service priority?

In an application for displaying a sound reminder, I use a Service so that there is a sound signal even when the application is minimized and another application is open on the screen. Everything used to work as it should, but on some new phones there is a problem. If the application is minimized and the screen is turned off, a signal is heard. But if another application is opened on the screen, then there is no signal from the Service. With what it can be connected? Maybe there is some concept, like the priority of services, so that the application service remains active all the time.
