The average page load time in Google Analytics is 0. What does this mean?

Hello! Help with the "Average Page Load Time (sec)" metric in Google Analytics. Quite often, this indicator gives a value of 0.00.
Does this mean that the data was not collected? Or a value of 0 sec. issued when the average page load is less than a certain level (for example, less than 1 sec.)?

I doubt that the page can be viewed for less than 1 second. Check if the meter is installed correctly and if it has the correct ID
