Than it is possible to generate diff of two sql-files?

Is there really no software in nature that receives two sql-files as input, and outputs an sql-code with alters at the output, to modify the first file into the second?
Not fancy programs where you need to create a project, connect to a database, etc. A primitive tool, maybe a console one. Under Windows.

If you don't want to compare the structure of tables, but only a bare comparison of binary data in the form of a binary diff, then the VCDIFF algorithm is designed for these things.
