Text version of the site and SEO

A friend (X) asked for help with his site, essentially minor CSS fixes. But there is a point that I did not understand, but Google did not really understand.

5. It is necessary to optimize the site, it should be done so that in the textual version of the site everything looked exactly the same as in the regular version.

As I understand it, there is no css or images in the text version, so how can it look the same? Tried to ask X, says it's for SEO...

Probably, it means that it is not the same, but it is quite readable.
That is, it will be visually more modest, but the accessibility of the content will not suffer from this, the site will remain readable.

At one time, they also asked to do this, motivating this by the fact that the search robot does not execute styles and scripts and it is necessary to “make it comfortable”. a fraction, a very small fraction, there is truth in this, for example, I reversed the site columns so that the column with the main content would go as early as possible.

Perhaps it means that the content of the page in raw HTML should go at the very beginning, if possible even before the logo, menu, all sorts of "breadcrumbs", etc.
