I was making a website, the images could not load in any way, I broke my head, I found the CharsetRecodeMultipartForms solution to put off. On the site where I found the solution, it was written that it could affect the security of the site, but how to influence it was not written.

This is "Russian Apache", which by default recodes all received data from many Russian encodings into one standard one. With regard to textual information, this removes a fairly large number of problems, but instead creates a problem with data that is not plain text.
This does not affect security in any way.
