Tell me a simple piece of iron (Raspberry PI?), Which can be connected to a TV and talk through it on Skype

Given:
1) TV with analog input (normal tulip)
2) USB webcam with built-in microphone.
3) <80$

Required:
1) Skype on this TV with this camera.
2) As cheap as possible.

Question:
1) What kind of piece of iron to buy so that she can do this?

I looked towards the Raspberry PI, but as I understand it, Skype is still tight there. If anyone has experience running Skype with video calling on it, I will be glad to hear your feedback. I’m also looking towards micro-computers with android, but I haven’t dealt with them, so the reviews of the owners are interesting.

With an analog output there is a piece of iron called miniX H24. The 1 GB version costs about $70. In addition to HDMI, it has an analog output. True, this is the trouble - the video jack connector is not the most standard, but a little longer. And everyone who could not find a suitable jack was soldered directly to the connector. I also heard that the manufacturer released some kind of extended version - with perforation of the case and a jack in the kit, but I did not see it myself.
Nevertheless, despite this shortcoming, I still advise you to pay attention to this miniature computer.

The MK802+ should do just fine. There is also a more powerful model MK808, but also more expensive, I ordered it with lightake, I'm waiting.

Only from a mini PC to an android 80 bucks will not fit. You also need a mouse, webcam and microphone.
There are webcams with a microphone. But not all webcams work with that Android.
The budget will go off scale for 100 bucks for sure.
In short, there are more dances than benefits.
A cheap tablet will be more practical. You just need to buy a cover for it, which can be put on the table.
And yes, we still do not forget that in any case we need to organize WiFi.

Monitored such pieces of iron. To date, there are two of them:
1. Tely HD - we do not sell, "there" price tag is $ 250
2. Logitec TV Cam HD - they promised to start selling at the end of October. I called the Logitech office - they said that it would cost around 11 thousand.
These devices do not require any Smart-TV, etc., an HDMI connector is enough.
I understand it's out of budget. But there are no other worthy solutions.

Skype works with such spark tubes, no driver needed. Actually, it appears to the computer as a sound card + keyboard numpad. A very intuitive interface is obtained.
