Tell me a file manager who can work over the Internet

Hello. I'm looking for a program that can provide access to files on the communicator via the Internet (at work, WiFi and LAN are not connected to each other). Those. file managers that can raise an SMB / FTP server are not suitable (a la MIUI File Explorer, FX Explorer).

To provide access via the Internet, your communicator must have a white IP address. Are you sure he will? If so, why is FTP not suitable?
In general, try to understand what you want, then here are 2 solutions, simple and complex:
1) connect the communicator with a cable to the computer
2) use Dropbox\Yandex.Disk\Google Drive

I don't understand what is the difference between the Internet and Wi-Fi, and TCP here and there, you only need to know the address. If the provider gives gray, build a VPN to your home or your router and this is the only way your phone will be available to you. I think so.
