Direction - php, databases (mysql for example), Telegram Bot API, read all this documentation and understand how it works. It is also desirable to read something about algorithms in order to understand how programming works in principle. When there are specific problems and not understanding something specific (for example, how to choose a random answer from the database, etc.) - then ask questions. Otherwise, no one will do anything for you (at least for free).
