, I became curious if this phrase refers to any application using the Telegram API or only those that use the open source code of official applications Telegram?
In other words, should a developer of a commercial application based on the Telegram API open his code?

The GNU GPL only covers the software, not the API, so no, you don't need to disclose the code in your case.
