The essence of the problem: there is a site on the Internet located on servers and a certain SP. all operators of the big three except tele2 give the normal site ip, and tele2 decided to play god and give information outdated for 7 days.

Contact the operator's technical support. A well-written request is a guarantee that it will reach someone who needs it. Perhaps they will review their internal procedures and update more frequently.
If you can justify in the request - why the update should be more frequent (than it is regulated), then there are much more chances to change something.
