Synchronizing documents between PC, cloud and iPad?

Task: Provide access and synchronization of documents from two PCs, through the web interface and through the Ipad. One employee. Office documents - doc, docx, pdf, pictures.
As far as I understand, icloud does not work with a PC in terms of documents. Therefore, dropbox is configured on two computers and a client for ipad is installed. But then the question stalled.
Since Pages does not know how to work with dropbox, I connected them via WebDAV (Otixo review service ).
The inconvenience is that Pages downloads the file and, after changes, does not upload it automatically back.
And if you fill it with your hands (indicating the format and path, which is very long), then it does not overwrite the old file, but puts a new one next to it.
There are other text editors with dropbox sync. Here is an overview. But they don't work with modern formats. But only with the simplest text, which is nonsense.
I haven't tried Documents To Go Premium. They say it opens few formats, but it is written about dropbox and clouds as well as about Pages.
If you have a solution, I will be grateful.

About Documents To Go Premium I can say the following, I tried it on android\iphone\ipad. Things are better with android, on ios problems were noticed with opening password-protected xlsx (it is necessary that the file was not created in the latest version of the office, but even in this case there was a rake), if the file was not password-protected, then it opened, but for example did not see some formulas. They also have terrible tech support. But if the documents are not complex, then it will do.

Try using Syncplicity or Sugarsync. It seems that they have the functionality that you need - unfortunately, there are no opportunities to test now.

Hm. I edit documents from android through dropbox.
Everything seems to be normal.
Isn't that possible on the iPad?
