Switch HUAWEI S1720-28GWR-4X has L3 functions?

Good afternoon, tell me please, this switch has L3 functionality. Will I be able to cut Vlan interfaces on it with routing between them?
If not, can you advise a piece of iron for a "reasonable price"? Need L3 48 port with non-blocking ports.
