no. this is CMS. at what not the fastest in the world
your question is solved only by infusion of money. most likely, the fastest hosting will be - a self-assembled server on super-fast components (with an expensive channel)
ps and WP (and php. on which it is written) - are famous for the speed of development. but this parameter is directly opposite to the speed of work. this is true for all APs

A very heavy CMS, I think the difference between hosters will be imaginary, here it is a matter of optimizing the engine itself, those, we are talking about the default installation and plugins.
You can also load the HTML page in such a way that you will grow old until it opens.

Get Wordpress up and running first.
As practice shows, the vast majority of WP sites are assembled with the mouse on all sorts of builders.

Choose hosting local on SSD if the lion's share of site visitors will be from your city

Well, here on the page there are tests of Russian hosters on PS Insight, GTmetrix, Pingdom Tools: tests . And this is for a site that was pushed into Elementor, loaded with several plugins and heavyweight plugins. Without plugins for acceleration and caching. In general, if you make the site adequately, it will be quite fast.
