Sudoers, visudo ubuntu command syntax?

Who can explain the syntax of the command to add to the /etc/sudoers file.
That is, it looks like this:
имя_пользователя название_хоста=(ALL) ALL
ALL - These are all commands, right?

More correctly, ALL=(ALL:ALL) ALL
This is necessary if we want sudo to run the command as a different user:group.
