SEO specialist says that Google has applied a filter ? Is it possible to check the filter somewhere else or is it speculation?
The reason for the filter, according to Seoshnik, is competitors or unscrupulous SEO companies. Ashmanov and partners recently contacted one well-known company as part of their campaign: "Website audit as a gift" - they gave them access to Yandex.Metrica - will they really deal with such garbage?
Our SEO specialist buys paid links,says that he does it carefully and correctly. Recently we went through the list of purchased links: most of them are not even about thematic sites (building materials, Shaolin, and other things not related to dentistry in any way) and, as a rule, links in the basement without keywords are just a domain.
Are these the fruits of low-quality work on the part of the SEO specialist, or do we not understand something, and such links can really be bought and do they give something?

I'm not a fan of criticism of colleagues, but in your particular case, with 99% probability, the problem is with links. In the Google Search Console, you can see the sanctions in the "Manual Actions" section, it shows exactly the "manual" filters. There is also the possibility of other problems, such as content.
It will be good if you send screenshots of this webmaster's page and a list of links that your SEO specialist buys.
Firms like Ashmanov (one of the few that really work, by the way) will certainly not engage in nonsense like intentionally harming your site. Of course there are extremely rare exceptions, but this is hardly your case. Moreover, it is quite difficult to achieve a filter in Google and it needs to be worked on.

I see such a drop after August 1st on many completely unrelated sites. Including those who do not have any purchase of links at all.

Just try analyzing backlinks through Ahref or Moz backlink Explorer and diswow those domains, i am sure it will work for you to remove low quality backlinks. - Shivang
