SublimeText 3 How can one create tabs of projects and not files?

On MacOS, when I take a file out of the row of tabs in this window, instead of creating a new window, it needs to create a new row of project tabs (on top of the file tabs).
This works in the default theme (Default.sublime-theme), but doesn't work in others. What extensions/themes are there to support this?
