Sublime Text 3 replaces new tabs with open ones. How to treat?

If you click on a file in the sidebar, it should open in a new tab. Instead, the content of an already existing tab is replaced. And from time to time this glitch passes and everything works as it should. Has anyone come across?

What happens by default. If you right-click or left-click on a file name or icon in the sidebar, a tab opens with the text displayed in italics. In the color scheme I created , it looks like this:
With a single click, we call the so-called. file view mode. When a tab with a file is open in view mode, when we click any mouse button 1 or 2 times on the name or icon of another file, this same file will open in the same tab where the first one was.
If we make changes to a file that is in view mode, then the italic of its name in the tab disappears - a transition is made from view mode to "edit mode". When the tab of a file in edit mode is open, when you click with any mouse button on another file in the sidebar, this very other file opens in a new tab.
To immediately switch to the editing mode of a file located in the sidebar, double-click on its name or icon in the sidebar with the left mouse button.
How useful this is, I have not seen over the years of work in Sublime Text. In addition, it is inconvenient to delete files: RMB on the file name or icon in the sidebar → DeleteYes, delete the selected itemsCtrl+WNo- You have to press a lot.
To cancel the view mode, do the following: Preferences →Settings - User→ add a line to the opened file "preview_on_click": true,→ from now on, after a single click of the LMB or any number of clicks of the MMB, nothing will happen. To open a file in the sidebar in edit mode, double-click on its name or icon.
Despite numerous requests , opening a file in edit mode with a single click of the LMB in Sublime Text 3 is not introduced as of September 2016 .
Thank you.

Selecting a file from the panel is done by a 2nd click, a single click is the file viewing mode
