Sublime text 3 opens files and adds empty lines, what's wrong?

Sublime text 3 opens files and adds blank lines after each line.
It doesn't always happen, but sometimes it happens and I don't understand. If you open it with another editor, then everything is in order and there are no empty lines.

maybe because this code is opened in another editor, which has different lineEnding settings or something like that
