This task is not solved by means of a code editor.
Look towards the static site generator.
In order not to dance with a tambourine, it is more convenient for Windows to use Ruby and Middleman for it, for Mac OS node.js and, for example, harp. For Linux systems it's all the same what to use.
Next, you take out the repeating blocks in separate files, connecting them where necessary.
You don't need to delve into the Ruby languages ​​or deep into node.js, everything is well documented.

Grunt \ Gulp + Jade. It has layouts and includes for repeating.
Auto-assembly on change is configurable. You can work in any editor and so on.

Templates are a Dreamweaver feature. If they are so necessary in work, then why reinvent the wheel?
